Torture Policy as Method of Breaking Migrants is Exposed

In the framework of the International Day in Support of Victims of Torture, the Fray Matías de Córdova Human Rights Center spoke out against the growing macropolitics promoted by states in the region, which instrumentalizes immigration detention to punish and break the will of migrants, dissuade them from exercising their rights, and force them to abandon their migration and/or life plans.

The organization has witnessed how, through bilateral agreements and diplomatic, economic, and tariff pressures, Mexico and various Central and South American countries have been forced to comply with policies imposed by the United States government.

As an example, on January 21st, 2025, President Donald Trump, just hours after taking office, signed an avalanche of executive orders declaring the border and immigration situation a national emergency, militarizing the borders, and classifying gangs and individuals linked to organized crime as terrorists.

As a result, anti-immigration and anti-rights laws have followed; the Guantánamo Naval Base was opened as a detention center for migrants considered “high-priority criminals.” The first group was transferred on February 4th, and to date, it is unknown who is being detained there.

In addition, there is the Center for the Confinement of Terrorism (CECOT) in El Salvador. Despite the ongoing legal battle in the US regarding these deportations, several groups have been transferred and detained. The first was exposed in the media: handcuffed, shaved, and locked up without contact with the outside world or access to legal representation, while many families learned about it through the media.

Furthermore, the United States has funded programs and agreements with countries such as Guatemala, Honduras, Costa Rica, and Panama to curb migration.

For the Center, the situation is no different in Mexico, as people on the move continue to suffer serious human rights violations in immigration detention.

“Despite the State’s attempts to disguise their prison-like nature with euphemisms such as ‘shelters’ or ‘accommodation spaces,’ these centers continue to operate under an architecture of punitive control that currently goes unnoticed by the public,” it explained.

It also reported that in these spaces, torture manifests itself in multiple acts that, taken together, constitute torture environments, such as: disproportionate use of force, sleep deprivation, spoiled food, lack of personal hygiene and menstrual management supplies, lack of privacy, lack of communication with the outside world, absence of interpreters, denial of medical care, sexual abuse, rape, forced isolation, and even physical punishment.

National Guard Office Attacked – Bloomington, IN

The night before the “no kings” spectacle we smashed the windows of an Army National Guard recruiting office. It is easy and fun to attack, and usually accomplishes more than standing on a street corner.

US authorities built militias capable of quelling riots or breaking up strikes after the civil war. The state militias were reconstituted into the modern National Guard. Military training was imposed and matters of discipline rigidly enforced, including inspections by regular Army officers. In addition, more emphasis was placed on recruitment, and armories were built throughout the North.

The National Guard Association came into being in St. Louis, and between 1881 and 1892 every single state revised its military code to provide for an organized militia which most states called the National Guard.

The Indiana National Guard has actively been a part of policing the US border. It is always available to suppress liberatory revolt through violently firing indiscriminately into crowds, or dispersing crowds though theatrical/coercive threats of violence. We see their actions in LA today, and in historical massacres of striking workers and attacks on Katrina survivors. They were deployed during the George Floyd and Ferguson Uprisings. Of course in Ferguson it wasn’t the police or even the National Guard who succeeded in putting an end to the rioting, but professional activists.

It is important to remember that, in this cycle of social upheaval, riots can be experienced as celebration, as joyous and cathartic releases of emotion: police and politicians who enter riot zones often cite this atmosphere as the thing that terrifies them the most. But riots are also driven by anger and loss. They emerge as an alternative form of care and remembrance for those the state’s patriarchal violence has destroyed: rising up in mourning for lost children and in outrage at the domination of daily life. They can be ugly, bloody, and frightening. Riots are communicative, but unlike protest, they do not aim their speech at those in power, at leaders or the state; instead, they are a form of direct communication and knowledge transfer among those outside the traditional avenues of power.

War and genocide are the most brutal means in the fight for control over resources, territories, and people. They are always accompanied by the presumption to justify the mass destruction of human lives, displacement, collective traumatization, and unleashed destruction.

This presumption is at the core of the logic of war we are confronted with in our context and the increasing militarization, which is concretely expressed in Germany’s active participation in various wars – for example, as one of the largest arms exporters worldwide.
It forms the basis of Germany’s “raison d`etat” to support the genocide in Gaza and the inhumane politics of the Israeli state against the Palestinian population.
It is also openly reflected in “Operation Prosperity Guardian” – NATO bombarding western trade routes in Yemen.

In the deadly proxy war in Sudan, where tens of thousands are dying and millions are fleeing, largely unnoticed by the „Western world“.
And it is embedded in the propaganda of “military readiness” here, which has prevailed since Russia’s invasion of Ukraine. We are witnessing an impressive revival of Cold War rhetoric.
A propaganda that leads to military rearmament on a massive scale in a very short time and the militarization and takeover of various civilian and societal structures by the Bundeswehr.

It will eventually lead to the reinstatement of (compulsory) military service sooner or later.

Fire against Liberal Coldness!
The condition for a societal climate in
which all these atrocities can be accepted as inevitable, as
unavoidable, is the dehumanization of those who must suffer through war, genocide, and displacement.
It is not just about a psychological mechanism to prevent losing one’s mind in the face of these horrors. In the devaluation and dehumanization of a large part of the global population, the continuity of colonial thinking and actions is revealed.

This brought about, through war and subjugation, the dominance of the so-called Western world and bourgeois society. War and subjugation remain the means by which this dominance is maintained.
Ignorance towards the killing and domination of people is widespread throughout German society. We are witnessing a version of “reason” that, cold and unempathic, allows human lives to be devalued as “others” and separates this from one’s own existence. In this way, the status quo of a society where the dead are walked over to secure one’s own prosperity is upheld.

Suspected Arson Attack in Soltau: Bundeswehr Trucks Damaged
According to the police, six Bundeswehr trucks were set on fire in
Soltau on the night of June 5th to 6th. An anonymous claim of
responsibility has been posted online. The police are currently
verifying its authenticity.
The anonymous letter condemns global rearmament, militarization, and wars. It was published on left-wing platforms on the internet. The police and public prosecutor’s office are now investigating whether the claim is genuine and who is behind it. The State Security is also involved in the investigation. According to the police, the six
Bundeswehr trucks were set on fire at a workshop site. A fence was cut open beforehand. One truck was completely destroyed by the fire, and five others were severely damaged. The police estimate the damage to be in the “high six-digit range.”

Police Seek Witnesses for Suspected Arson Attack
A similar incident occurred in March 2018 in Soltau (Heidekreis
district). Two Bundeswehr trucks were set on fire at the same private workshop site on Carl-Benz-Straße. At that time, an antimilitarist group claimed responsibility. Witnesses who can provide information about the current suspected arson attack are asked to contact the Soltau police.

Houdremont (Belgium): sabotage of wind turbine project

An unusual act of vandalism took place last weekend in the heart of the Ardennes countryside, in such a remote part of Houdremont (Gedinne) that the crime was only discovered yesterday. The measuring mast installed a few weeks ago as part of the wind farm project in the communes of Bièvre and Gedinne had been blown down. Some ill-intentioned person had cut the cables holding up the 80-meter tower. The wind is said to have done the rest.

According to the promoter of the wind farm project, Watt Else, quoted by the mayor of Bièvre, Michaël Modave, the damage amounts to over 80,000 euros. As a reminder, the wind farm project involves the construction of 10 wind turbines: 4 on Gedinne and 6 on Bièvre [250 meters high!]. Both municipalities have already made it clear that they are not necessarily in favor of the project.

Maps of Over 2000 ALPRs and Other City-Owned Cameras in So-Called Atlanta w/Accompanying Zine “Mapping the Surveillance State (to Kill it)”

We mapped the street-level surveillance of so-called atlanta. Our goal is to make offensive and defensive approaches to surveillance technology more possible and for this work to be replicable.

We prioritized collecting data on ALPRs (Automatic License Plate Readers) and the city’s ‘Shield Program’ cameras. We recorded 872 Flock, 450 Motorola, and 2,316 city-owned cameras across all of fulton county and some parts of dekalb (ideally we would like all of metro atl– gwinnett, cobb, clayton, in addition to the rest of dekalb county– mapped out).

The .kml files can be imported in Organic Maps, OSM (Open Street Maps), or GIS software. In Organic Maps, they will show up as layers that can be shown/hidden as lists under the bookmarks tab (star icon). The .csv files are spreadsheets of the raw data. Feel free to publish this data on other platforms.

Each camera is identified according to type and labeled with its orientation. We used the term “dingleberry” to specify the PTZ (Point-Tilt-Zoom) cameras affixed to hanging pipe (most often seen at intersections). “Shotgun” refers to directional cameras also often seen at intersections. The “Red Light” camera list contains cameras suspected to be red light cameras, but we actually have no clue what they are (small gray rectangular cameras). While we carefully reviewed all collected data, there may be some redundancies and inaccuracies, so don’t solely rely on this data to plan actions. Do your own scouting first.

We also wrote a guide (below) on how we went about collecting and organizing this data, with the hope that it might be useful to anyone interested in doing this work in their own area.

We desire the complete destruction of the entire panopticon and all of the colonial infrastructure it seeks to safeguard. May this information aid in that project.

This doesn’t even include the amount of fucking water and rare-earth minerals it takes to build their not-cute data centers and drone and camera factories.

Yet the shame continues! August 4-6, Flock is holding a conference in Atlanta, GA, at the Intercontinental Buckhead (https://www.flocksafety.com/flock-forward), with a cast of truly ghoulish characters— the police chief who presided over Memphis police officer’s murder of Tyre Nichols, loss prevention heads, drone as first responder advocates, and the company’s own C-Suite. We think the fuck not; let the games commence!

Fuck these flocks. In the run-up to this conference, we have an opportunity to have some fun with their investments that are terrorizing our neighborhoods and poisoning the earth. Cameras suck! They’re evil and they pry into our daily life and expose our networks, movements, and habits.
In 2013, someone called for a game, Camover. The goal? Get as many cameras as possible off the streets of Berlin.
The rules? Record your kill, use any method you like, and disable them shits.
We’re in Philly and it’s 2025 so recording your kill is fucking stupid we’re nixing that rule. Dress good move smart and get rowdy and creative !
Some tactics and strategies from years passed include: grappling hooks, spraying them out, smashing them up, fucking removing them, flex seal, etch bath, I’m sure you could think of more. In the passed 7 years, Philly’s camera system has gotten too good. They can pan they can zoom and feeds over periods of time can be aggregated and sorted thru by AI. This spells danger for radicals insurgents guerillas and criminals of any milieu. The solution is simple and it was implemented systematically by various crews during the George Floyd uprising. Strategy and tactics were employed to defeat surveillance, and in the blind spot of the state, anarchy bloomed.
Every camera is a cop, this destroying one is about half as good as gouging a pig’s eyes. We’re inspired by the uprising in Los Angeles, by Weelaunee Forest defenders facing repression in Georgia, by all people under occupation fighting to be free. We encourage like-minded folks to find each other in the night and attack–for the wild joy, for the burning rage, for Mother Earth. Fuck city council and their facial recognition bullshit. Fuck the police. Fuck a “peaceful” protest. There is no peace! Free Palestine! Free Turtle Island! Free Planet Earth!
